Hunger Prevention and Nutrition Assistance Program

The Hunger Prevention and Nutrition Assistance Program (HPNAP) was created by the New York State Department of Health (DOH) in 1984 to strengthen community health and reduce food insecurity through improved access to nutritious food. HPNAP, in partnership with Food Bank of Central New York, works to:

  • Provide funding and resources to expand access to safe, healthy food;
  • Deliver engaging nutrition education programs;
  • Monitor community needs to ensure programs remain responsive and effective;
  • Support neighbors in building long-term food security and independence.
Period 3 Application Timeline

Applications Available: May 1, 2025
Completed Applications Due at Food Bank: June 13, 2025, at 4:00 pm*
Award Announcements: When funding has been determined by the NYS Department of Health

*Late applications will not be accepted, regardless of postmark date.

July 1, 2025 New fiscal year for HPNAP 25-26 Period 3 begins.
August-September 2025 Equipment Awards Disbursed
August 29, 2025 Final date to return HPNAP 25-26 Period 3 Agreements. Unclaimed awards will be forfeited.
September 15, 2025 Equipment purchased with this award must be in place by this date.
May 31, 2026 All documentation due for the 25-26 HPNAP Operation Support and Equipment Awards. All food using HPNAP funding must be delivered by this date.

Funding will be available when the NYS Department of Health releases funds.

HPNAP Operation Support Materials

Please use the links below to claim reimbursement for your 2025-2026 Period 3 Operation Support (OS) Awards. Awardees are encouraged not to wait until the end of the fiscal year. The awards will be reimbursed within ten business days of a completed claim. Submissions will be accepted any time, up until the end of business on May 29th, 2026. Awardees should submit any expenses incurred between July 1, 2025, and December 31, 2025, by January 15, 2026. Only completed claims will be reimbursed for the documented amount, up to the full award amount. Agencies will be notified if their claim was not complete and will be required to fulfill the submission before receiving reimbursement.
