The Hunger Prevention and Nutrition Assistance Program (HPNAP) was created by the New York State Department of Health (DOH) in 1984 to strengthen community health and reduce food insecurity through improved access to nutritious food. HPNAP, in partnership with Food Bank of Central New York, works to:
- Provide funding and resources to expand access to safe, healthy food;
- Deliver engaging nutrition education programs;
- Monitor community needs to ensure programs remain responsive and effective;
- Support neighbors in building long-term food security and independence.
The Food Bank of Central New York is pleased to partner with the New York State Department of Health (DOH) to administer HPNAP Period 4 funding throughout our eleven-county service area. The HPNAP grant is supplemental funding that helps strengthen emergency food programs by providing funds to support access to nutritious food
Status Update 06/25/26: The 2026-2027 Period 4 Application is now closed. Applicants will receive their determination letters and any supporting materials by mid-July.
| July 1, 2026 | New Fiscal Year for HPNAP 26-27 Period 4 Begins. |
| August 31, 2026 | Final date to return HPNAP 2026-2027 Period 4 Agreements. Unclaimed awards will be forfeited. |
| January 16, 2027 | Last day to submit July–December awarded OS expenses for reimbursement. |
| May 31, 2027 | Last day to submit January–May awarded OS expenses for reimbursement. |
| May 31, 2027 | All food using HPNAP funding must be delivered by this date. |

Food Bank will host a 2026-2027 HPNAP Period 4 Grants Management Webinar on Wednesday, September 9th, 2026 for Operation Support and Equipment Awardees. In this webinar, Food Bank will provide an overview of the Period 4 Grant process, including information about the Grant in general, reimbursement processes, and documentation requirements.
